剛才聽(tīng)了楊國鋒首席與崔立華總經(jīng)理的匯報，看到牧草產(chǎn)業(yè)在山東取得這么好的成績(jì)，我覺(jué)得這個(gè)是很了不起的。山東有很好的傳統，種苜蓿，種牧草，發(fā)展畜牧業(yè)。今天我們在這里簽約，設立山東無(wú)棣苜蓿（科技）小院、牧草小鎮，我覺(jué)得更是非同尋常。為什么這樣說(shuō)呢？坦率的講，因為全國現在農區種草處于一個(gè)相對低谷的時(shí)期。隨著(zhù)2021年中央一號文件說(shuō)基本農田要杜絕非糧化，耕地要杜絕非農化，耕地可以種經(jīng)濟作物、油料作物、市場(chǎng)作物?？筛鞯卦趫绦羞@一政策當中，特別是在土地較少的地方出現了偏差，很多地方不準種草，以糧食為第一，這也是可以理解的，因為中國兩千多年來(lái)就是以糧為綱的，所以今天聽(tīng)到無(wú)棣縣在苜蓿生產(chǎn)及草種選育過(guò)程中，取得了非常出色的成績(jì)，很令人鼓舞，也很高興。山東省的牧草產(chǎn)業(yè)（技術(shù)）體系我覺(jué)得做了非常好的工作。牧草產(chǎn)業(yè)（技術(shù)）體系就是為當地的牧草產(chǎn)業(yè)發(fā)展服務(wù)的，包括技術(shù)性工作，科學(xué)研究，前瞻性工作和應急性任務(wù)。剛才楊國鋒教授的匯報，我覺(jué)得為山東全省做出了非常好的成績(jì)，培育出了好的品種，在飼草加工方面也做出了很大的貢獻。另外呢，也要做農業(yè)經(jīng)濟管理方面的研究，我希望將來(lái)能加強農業(yè)經(jīng)濟管理方面的研究，就是把效益、資源的投入產(chǎn)出作為一個(gè)重點(diǎn)進(jìn)行研究。所以我希望你們也能算算這個(gè)賬，這樣呢也能寫(xiě)出文章，因為好多時(shí)候是需要算賬的。我去過(guò)幾個(gè)地方，比如英國的自然資源研究所，非洲的國際家畜研究所，他們搞經(jīng)濟管理研究的人占研究總數的三分之一左右，這是很重要的，我希望咱們山東（牧草）產(chǎn)業(yè)體系把這個(gè)也做起來(lái)。

綠風(fēng)公司牽頭成立了一個(gè)聯(lián)合社，這個(gè)做法很好。因為現在我們農戶(hù)規模太小，如何把這個(gè)聯(lián)合起來(lái)，把規模做大，這個(gè)是很重要的事情，所以呢，希望你們將來(lái)能夠做好示范。你們公司還是牧草體系的試驗站是不是？體系內的企業(yè)試驗站重要任務(wù)就是要做示范，做推廣，所以你的任務(wù)還是很重。另外我想，成立農科所這個(gè)很難得的，這個(gè)值得宣傳，也希望你們將來(lái)與青島農大草業(yè)學(xué)院建立更密切的聯(lián)系。

還有聽(tīng)（步大鵬書(shū)記）說(shuō)要打造牧草小鎮，我覺(jué)得柳堡鎮把苜蓿作為一個(gè)特色產(chǎn)業(yè)來(lái)發(fā)展，這個(gè)是很有前途的，在全國也很有說(shuō)服力。國家糧改飼，山西省朔州市是唯一一個(gè)地級糧改飼的試點(diǎn)單位。他們經(jīng)過(guò)5年的調整，原來(lái)草在農業(yè)的比重只占3%，現在占到20%~30%，所以這就證明，糧改飼調整農業(yè)結構是可以的，是不影響國家糧食安全的，這是很明顯的。所以，你們這個(gè)小鎮，看能不能走出一條路，為全省、全國起個(gè)示范作用！另外如何把牧草和糧食作物輪作、間作、套作，這樣呢，實(shí)際上也是肥田。因為光種小麥、玉米，大量的施肥，既污染環(huán)境也不經(jīng)濟。我們在西北做過(guò)實(shí)驗，種一年生的豆科牧草，箭筈豌豆，每年每公頃固定的氮素是34公斤，你想，你買(mǎi)的那個(gè)尿素，就算50%的有效成分，一袋尿素才25公斤氮素，你種一畝地，這個(gè)地一公頃就要固氮34公斤。所以，這個(gè)將來(lái)，將小麥、玉米、苜蓿怎么樣能夠輪作，或者其他豆科牧草，做一種間作模式，我覺(jué)得這個(gè)也是國家需要的。如果能把你們這個(gè)小鎮在青島農業(yè)大學(xué)的幫助下整體建成一個(gè)有特色的苜蓿（牧草）小鎮，我覺(jué)得那在全國就起到了表率作用，我可以大力幫你們宣傳，做成了，我們可以向中央寫(xiě)建議，推廣你們的經(jīng)驗。因為院士的職責之一就是要向中央寫(xiě)建議，促進(jìn)本產(chǎn)業(yè)的發(fā)展，我們在努力做。比如說(shuō)，糧改飼這個(gè)做法就是我的老師任繼周先生，他聯(lián)合我們幾個(gè)人向中央寫(xiě)的建議，獲得了總書(shū)記的批示，在全國推廣。所以我們的職責之一就是要宣傳更好的經(jīng)驗做法，向中央報送比較好的建議，這也是我比較喜歡深入農村、了解農業(yè)生產(chǎn)的原因之一。
